The Constitution

The leading drafter of the Constitution of the University of Liverpool Singapore Society was Chua Shangli and together with contributions from other Committee members of Committee 2003-04, it was put forth to the Society at the AGM '04 and subsequently endorsed by the Society as a whole.

By virtue of Art. 6.1 of the Constitution, the Constitution has binding force and its provisions must be given effect to.

The Constitution of the University of Liverpool Singapore Society, hereby created so as to put into writing its foundations, objectives and function.


The Constitution provides the basic constitutional framework for the administration of the Singapore Society of the University of Liverpool.

1. Name

1.1 The society shall be called the University of Liverpool Singapore Society.

2. Aims and Objectives

2.1 To foster a deeper sense of national identity amongst Singaporeans in Liverpool and Merseyside in general

2.1.1 This will encompass Singaporeans in The University of Liverpool, John Moores University and Hope University and any other Singaporean who may, by reason of studies and/or work, be residing in Liverpool/Merseyside for an extended period of time.

2.2 To promote the good name and culture of Singapore to everyone.

2.3 To provide essential support and welfare for students coming to study in Liverpool.

2.3.1 This caters primarily for students from Singapore who are new to Liverpool, specifically those who are about to start their first year in a designated university in Liverpool/Merseyside.

2.3.2 Support may encompass activities such as advice to essential preparation and requirements to all who may benefit from such information.

2.3.3 Welfare may extend to any form of support which members may require.

2.4 To promote friendship and fellowship amongst members and to cater for their common interest by means of regular social activities.

2.5 To work closely with similar societies and organisations towards the achievement of the above aims.

3. Membership

3.1 Full membership of the society is open to all Singaporeans residing in Liverpool/Merseyside as detailed in 2.1.1.

3.2 Full membership of the society is open to anyone of every race, religion or nationality who may be interested in joining the society and is a member of the Student Union.

3.3 Application for membership will entail a fee. The collected fund will go directly to the society account held by the Student Union.

3.3.1 The determination of the amount of membership fee is left to the discretion of the Committee and may be subject to fairness and reasonableness. Unauthorised use of this fund is prohibited, and the collected fund is not to be used in any recipientŐs personal capacity.

3.4 If a member indulges in any activity that may be deemed to be against the best interests of the Society, the Committee reserve the right to revoke his membership.

3.5 A member may wish to terminate his membership at any time.

3.6 Membership fees are non-refundable under any circumstances. Upon revocation or termination of membership, the membership fee shall not be returned to the member unless circumstances show that it is unfair or unreasonable for the Society to retain the membership fee.

4. Committee

4.1 There shall be an establishment of a Committee of the University of Liverpool Singapore Society.

4.2 The Committee will be elected by members of the University of Liverpool Singapore Society.

4.3 The Committee shall consist of the following members:

4.3.1 President
4.3.2 Vice President
4.3.3 General Secretary
4.3.4 Treasurer
4.3.5 Sports Secretary
4.3.6 Webmaster

4.4 Each of the elected members will have tasks and roles to fulfil.

4.4.1 The President shall head the society, and be responsible for the overview of the societyŐs activities. He/she will also be responsible for the activities of his/her Committee, and also be responsible for the general welfare of the members.

4.4.2 The Vice President shall assist in the PresidentŐs duties, and be responsible for any duties delegable by the President. He/she is also responsible for the activities of his/her Committee and the general welfare of the members.

4.4.3 The General Secretary shall be responsible for the co-ordination of the social activities of the society. He/she shall be responsible for the circulation of information and news regarding the society.

4.4.4 The Treasurer shall be responsible for the administration of the societyŐs funds. He/she shall be responsible for all the monetary matters and the bank accounts of the society. In addition, the treasurer will be liable to the studentŐs union regarding all financial matters.

4.4.5 The Sports Secretary shall be responsible for the organisation of sports activities of the society.

4.4.6 The Webmaster shall be responsible for circulation of information and news regarding the society via the internet, and maintaining and updating of all the society's computer and internet resources on a regular basis.

4.5 The titular role of the committee member is not limiting and does not confine the committee member to his or her specific area of responsibility. Any secondary responsibility will be assigned by the President.

4.6 A committee member may wish to resign from his post at any time.

4.7 The Student Union, International Office, Contact Singapore and all society members will be formally informed of any resignation of a society or committee member.

4.8 The President will appoint a society member to a vacant committee position upon recommendation of the Committee. The decision can be challenged via calling of an EGM.

4.9 Upon resignation of the President, the Vice President shall assume the role of the President. The decision can be challenged via calling of an EGM.

5. Meetings / Elections and Voting Procedures

5.1 The AGM shall be convened annually for the purpose of electing the next committee, who shall assume duties immediately after the election unless otherwise stipulated.

5.2 An EGM may be convened:

5.2.1 By the decision of the committee or

5.2.2 At the written request of at least 20% of the membership to the General Secretary within 30 days of request.

5.2.3 for the purpose of challenging the position of any committee member whereby a vote of confidence will be taken, or

5.2.4 to raise any urgent society issue.

5.3 The quorum of any general meeting shall be one-third of the members

5.4 At least seven term days' notice must be given for any general meeting.

5.5 Procedure of general meetings shall follow the standing orders of the Students' Union.

5.6 Non-members can only attend general meetings on the invitation of the committee and they shall

5.6.1 have no voting right during the election.

5.6.2 assume the role of an observer and can only comment upon the invitation of the Committee

5.7 Non-members attending general meetings can be asked to leave if upon violation of 5.6 or if it is done in the best interests of the society.

5.8 Voting Procedures will be as follows

5.8.1 Any member of the Society has the right to vote.

5.8.2 The positions of President, General Secretary and Treasurer can only be filled by Singaporeans.

5.8.3 Any other position can be filled by any member of the Society.

5.8.4 Voting for Committee positions shall be held at the AGM.

5.8.5 Prior to the AGM, members will have the opportunity to nominate any deserving member in the society. This nominated member will be referenced as a nominee. This right extends all the way to the AGM itself, but before the express declaration of finality by the President.

5.8.6 Following his/her nomination, a nominee will be informed of his nomination and he/she will have the opportunity to decline/accept the nomination.

5.8.7 Upon acceptance of the nomination, the nominee will require a third party member to second the first nominatorŐs nomination, upon which, the nominee will be deemed a candidate for the position he/she was nominated for.

5.8.8 A nominee or candidate has the right to campaign insofar as he/she does not use illegal means of doing so.

5.8.9 If the candidate is the sole candidate for the position, he/she will be entitled to a walkover.

5.8.10 A candidate may run for more than one post for a maximum of two posts, and may by virtue of being elected for both posts be a dual-post holder. This dual-post entitlement does not extend to the President, Vice President or Treasurer.

5.8.11 A candidate who runs for more than one post and who by virtue of being elected for both posts but is not entitled to a dual-post will assume the highest position, which is, in order of ascendancy, is the Webmaster, Sports Secretary, Treasurer, Secretary, Vice President, President. The person who has the second most number of votes shall assume the pre-empted position.

5.8.12 Voting is confidential. After the voting procedure, the vote count will commence immediately, and the results made known to everyone present. The candidate with the most votes will assume the position immediately.

5.8.13 If a member is unable to attend the AGM, he/she is entitled to vote for a candidate by expressly indicating his/her vote to the President or General Secretary. This vote must be expressly done in written form with signature or in electronic form via email to the societyŐs email address. The vote must come in before the dateline specified.

6. Miscellaneous

6.1 This constitution shall be adhered to by the members of the society and shall be used as a reference should any point of conflict occur.

6.2 The constitution may be amended by, and only by, a two-third majority of those present at the general meeting.

6.3 Upon dissolution of the society, the solvency of the society's property shall be decided by the members at the general meeting.

6.4 Any amendment to the Constitution should be recorded for purposes of formality and legitimacy. The record should include the provision amended, the reason for amendment, the date of amendment, and the name of the President when the amendment is made.
